Retired General Solomon Rex Nhongo Mujuru is no more

The late Ret General Solomon Rex Nhongo Mujuru


The first Black Zimbabwe National army Commander and Vice President Joice Mujuru’s husband Ret Gen Mujuru is no more. He died in a fire at his Beatrice Farmhouse last night.

The Zanu PF king-maker has died a bizarre death given he has survived many battles in his career as a freedom fighter and Commander of the army only to succumb to a mysterious fire in his residence. Foul play cannot be ruled out given the raging factionalism in Zanu PF and the timing of his death in the month that has claimed many a hero since Zimbabwe gained Independence in 1980.

Add to that murmurs that he was now viewed as closing ranks with MDC-T and the fate he has met was written on the wall.

John Nyamande the MDC-T MP for Makoni Central is no more.

He died this morning in a car crash with a stationery Mazda T 35 vehicle opposite Thornicroft Primary School just after Ruwa towards Mutare.
MDC officials are at the scene of the crash to salvage the former legislator’s vehicle and possessions.

The T35 has already been removed and the driver of the truck who survived the crash has been taken to Parirenyatwa hospital for treatment.
The accident occurred at approximately 2.00 am as the legislator was driving back to his constituency.

The late Nyamande defeated Zanu PF’s Patrick Chinamasa in the March 2008 elections to secure the Makoni Central Party seat for the MDC-T.

He will remembered in the UK for the sterling work he did as Interim Provincial chairman following the dissolution of the Tapa led UK&I provincial executive that had become errand and insubordinate to the National Executive Council and the Party’s National leadership.

Our condolences and deep sympathy go to the widow and children of the late MP who are still in the UK.

New Zimbabwe.com site dangerous for your computer

On Sunday 19 April 2009 I wrote the editor of the above site advising him that his public website poses great danger to unsuspecting users that need to be attended to without delay and received the usual pre-written acknowledgement of my e-mail which promises further follow up at a later stage.

I have just visited the site and found that no action has been taken to rectify the threats i brought to the attention of the editor.

Prime Minister involved in Car accident












Zimbabwe Premier morgan tsvangirai and his wife Susan

The Zimbabwe inclusive Government Premier Morgan Tsvangirai has been involved in a car crash near Chivhumudhara.
The Prime minister was travelling to his Buhera rural home where he was scheduled to spend the night before holding a rally at Murambinda growth point tomorrow.

Initial reports seem to point that he is well but there are conflicting reports concerning the condition of his wife who is reported to have been fatally injured or unconscious.

Prime Minister Tsvangirai pours scorn on alleged Mugabe selection and deployment of Permanent Secretaries.


  • Zimbabwe Prime Minister Morgan Tsvangirai miffed by purported unconstitutional appointments of Permanent Secretaries in the blotted Coalition Government
    A storm is brewing in the Coalition Government with potential to implode and scuttle the promising start of the recently constituted administration of the country.

    Prime Minister Tsvangirai has been forced to fire broadsides at elements in the Civil Service bent on scuttling the Coalition Government initiative.

    In a statement released by the Prime Minister at his Munhumutapa offices this morning, the Premier...
    commended the efforts of the newly appointed Cabinet in driving government effort to address the multifaceted challenges it faces.

    “Firstly, I would like to commend the Ministers for the work they have been doing in the very short time that they have been in office,” he stated and added

    “They have managed to begin to address some of the many issues facing the country and I am encouraged by the open and constructive debates within Cabinet and the Council of Ministers.

    In particular, I would like to recognise the efforts of the Ministries of Health, Education and Finance. The latter has mobilised funds that have enabled this government to pay the first round of allowances to the civil service, particularly the army, police and teachers.”

    On his part he disclosed that he has kept the initiative guarantors in SADC of the progress taking place and that our Ministers are today meeting with regional SADC Finance Ministers concerning the Zimbabwe recovery programme.

    He then took the opportunity to highlight the immediate threats to the Coalition Government which he identified as;

     The outstanding appointment of Senior Government Officials, such as Permanent Secretariesand Ambassadors
     The disputed appointment of the Governor of the Reserve Bank and the Attorney General
     The outstanding appointment of Provincial Governors.

He further highlighted that in addition to these outstanding issues the government faces serious challenges from pockets of resistance to upholding the rule of law.

“Most significantly, the rule of law continues to be flouted by some sectors of the community and this must stop immediately,” the Prime Minister disclosed adding;

“In particular, a new wave of disruptions of farming operations, in contravention of the Memorandum of Understanding, is undermining our ability to revive our agricultural sector and restore investor confidence. “

He warned the deviants that he had ordered that the full force of the law will soon descend on them.

“I have tasked the Ministers of Home Affairs, Giles Mutsekwa and Kembo Mohadi, to bring the full weight of the law down on the perpetrators who continue to act within a culture of impunity and entitlement. No person in Zimbabwe is above the law."

On the burning issue of the despicable continued detention of Political and Civic Society activists the Premier rather startlingly disclosed that subscriber principals to the Global Political Agreement (GPA) upon which the current government was contrived had agreed that all detainees in that category must be released on bail.

“With respect to detainees, the Principals to the Global Political Agreement, namely myself, President Mugabe and Deputy Prime Minister Mutambara, last week agreed that all political detainees who have been formally charged with a crime should be released on bail and those that have not been charged should be released unconditionally.

This has not yet happened,” he said rather ominously

“Indeed, rather than allowing the judicial process to take its course with regard to the granting of bail, the Attorney General’s office is wilfully obstructing the release of all detainees by abusing the appeal process and this must stop forthwith.”

It remains to be seen if the Attorney General will oblige with the order given the President Mugabe, while intimating that he will extent clemency to the detainees if they are convicted, appears to favour the detentions subsisting until Court judgement day whereupon he will set aside convictions and extent his prerogative of mercy so that the detainees will forever remain indebted to him for their freedom.

The rationality of the President may seem misplaced to most of his opponents but to him and his adherents it serves as an opportunity for the President to not only drive home that he remains the most powerful politician in the country but also to portray him as a caring leader who pardons not just his supporters but also opponents alike.

The attendant avoidable costs in the process preferred by the President and the reality that his Pardon will be of no consequent value to the detainees who will have languished in detention for periods equivalent to prison terms for the allegations they face is to him neither here nor there.

It is not unreasonable to predict that the Attorney General who recently disclosed his pride in being a member of the Zanu PF supporters of the President will take a cue from the president’s attitude towards the case and proceed with the unwarranted prosecutions and aim to achieve convictions to gratify the President with the opportunity to exercise clemency.

The Prime minister appears determined not to allow that sort of cynical interference with the rule of law to perpetuate and that sets the stage for a dogfight between the Premier and the Premier where the President will be a front row spectator.

If the Attorney general wins he will keep his job and the premier’s authority in government will be severely undermined. Conversely if the he fails to gain the convictions that will give the president the opportunity to exercise clemency the Attorney General will most likely loose his esteemed position in government and President Mugabe will not shed a single tear over his unceremonious departure.

The Attorney General’s departure may even come sooner than the final prosecutions of the detainees are done.

The ominous warning from the Premier that;

“This government will not allow a parallel force within its structures or any unconstitutional or unilateral actions which serve to impede progress,” must be taken seriously by the Attorney General.

Unlike most of us the premier appears unperturbed by those resisting his ascendancy to power and their sources of power.

He has swiftly moved to reverse the Dr Misheck Sibanda announced purported unilateral reassignments and appointments of Permanent Secretaries by President Mugabe it terms of article 20.1.7 of the Eighth Schedule of the Constitution of Zimbabwe by declaring;

“Yesterday’s announcement of the appointment of Permanent Secretaries is in contravention of both the Global Political Agreement and the Constitution of Zimbabwe which is very clear with regard to Senior Government Appointments.

No civil servant has the authority to make such appointments or announcements; therefore the announcement of the Permanent Secretaries has no force of law and is therefore null and void.

The Permanent Secretaries who were in position as of September 15th will remain in post in an acting capacity until the matter is resolved.”

In the GPA which forms the entirety of the Eighth Schedule of the Constitution introduced by the unopposed passage of Constitutional Amendment No 19, the President cannot unilaterally appoint or reshuffle occupants of senior Government Positions and the examples therein are Permanent Secretaries and Ambassadors.


To constitutionally do so the President must abide by the contents of Article 20.1.7 of the Eighth Schedule of the Constitution of Zimbabwe this inter alia states;


“The Parties agree that with respect to occupants of senior Government Positions, such as Permanent Secretaries and Ambassadors, the leadership in Government, comprising the President, the Vice-Presidents, the Prime Minister and Deputy Prime Ministers, will consult and agree on such prior to their appointment.”


President Mugabe has never respected that article of the Constitution and the Premier seems to have gathered enough momentum to confront him over those signalling imminent threats to the continued tenure of office of the Governor of the Reserve Bank, The Attorney General, all Permanent Secretaries and Ambassadors, State Commissioners, Judges, Heads of Parastatals and State owned Companies and Military Chiefs.


It remains to be seen if Dr Sibanda’s announcement of Permanent Secretaries has stirred a hornet’s nest.

JOMIC agrees Provincial Governors quotas and National Security Council Bill



Hon Tendai Biti (MP) MDC Secretary General State Media has been trying hard to prise away from Morgan Tsvangirai by allerging numerous split conspiracies between the two confounded critics by voting in favour of CANO 19 passage

Contrary to the disinformation peddled by the Herald and State Television after the 26 January SADC Heads of State meeting that SADC had rejected all demands tabled by the MDC and ordered that the Inclusive Government be formed on the basis of Zanu PF demands, it now turns out that Zanu PF conceded to two key demands of the MDC paving the way for Prime Minister designate Morgan Tsvangirai to accept appointment to the Inclusive Government.

The MDC had set as preconditions to it accepting positions in the Inclusive Government the;


• Passage of Constitutional Amendment No 19 (CA No 19) into law
• Reversal of unilateral appointments of Provincial Governors by Robert Mugabe after misleading SADC that he was able to form a workable government in coalition with Professor Mutambara’s. This precondition had been extended to cover subsequent appointments of a similar nature by Mugabe to the offices of Reserve Bank Governor and Attorney General.
• Passage of legislation governing the National Security Council (NSC) into law
• The equitable and fair distribution of Ministerial Portfolios and
• Unconditional release all abductees being held in State captivity

Subsequently the MDC National Council met on 30 January 2009 and resolved to acknowledge that there has to be a settlement of and agreement on outstanding issues concerning:
i. The National Security Council Bill,
ii. Provincial Governors and;

Further restated the MDC position on issues as tabled before SADC surrounding;
iii. The equitable and fair distribution of Ministerial Portfolios be resolved before the 11th of February 2009
iv. All abductees be released unconditionally before the 11th of February 2009 and
v. Constitutional Amendment No. 19 be enacted before the 11th of February 2009.

State media rebutted these issues were still under SADC consideration and advanced that they had been largely ignored and or downgraded to resolution by Inclusive Government after it was consummated with or without the MDC-T.

Authoritative sources on in inter party negotiations have confirmed that the Joint Monitoring and Implementation Committee (JOMIC) which was constituted on 30 January 2009 to oversee implementation compliance with terms of the Global Political Agreement (GPA) was summoned by SADC Mediators to answer why it was dithering on ratifying and implementing concessions made by its principals on 26 January concerning allotment of Governors and passage of the National Security Council Bill drafted by the MDC-T.

Cocky Zanu PF lead negotiator Patrick Chinamasa whose delusional self importance and arrogant procrastination had forced other members of JOMIC to escalate disagreements to mediators was on the plane in a huff when wind filtered to Mugabe that he was using Mugabe’s failure to empower him to discuss the issues and resolve them as the excuse.

A furious Mugabe who was attending the AU Heads of State summit in Ethiopia at the time is said to have personally phoned Chinamasa to find his way to South Africa where other JOMIC members were waiting for his arrival to formalise agreed issues and discuss outstanding ones to pave way for passage of CA No 19 and open discussions on the draft NSC Bill.

Sources disclosed that Chinamasa was shocked by the uncompromising order from his Principal who had in the past seemed to go along with the delay and frustrate negotiation tactics employed by Zanu PF.

Little did he realise that procrastinating on resolving Provincial Governors allotments and agreement on the NSC Bill were not going to offend or frustrate MDC negotiators but rather infuriate SADC who had long been given assurances by Mugabe that these will be resolved before passage of CA No 19.

For all his reputed meanness Mugabe does not disappoint anyone who helps him retain power and when SADC Chairman and South Africa’s caretaker President sought an explanation as to why Zanu PF negotiators were not playing ball in JOMIC, Mugabe was not only embarrassed but infuriated to learn that he was being used as the alibi by Chinamasa.

He promptly picked up his mobile and ordered Chinamasa to present himself before mediators and resolve the issues pronto.

Chinamasa huffed and puffed his way to South Africa and in no time Zanu Pf had agreed to relinquish Governorship of Harare, Bulawayo, Manicaland and Masvingo to MDC-T and Matabeleland North to MDC-M leaving Zanu PF with five Governors in Mashonaland East, West and Central as well as the Midlands and Matabeleland South Provinces.

Further discussions produced consensus on the wording of the NSC Bill which is now expected to be tabled and fast tracked in Parliament on Tuesday 10 February 2009 t0 beat the swearing in deadline for the Prime Minister and his Deputies on 11 February 2009.

This vindicates the MDC-T National Council and leaves the State Media reports in a shameful heap of lies. Not that the media has any modicum of honesty to preserve to shame its managers about the blatant lies they peddle.

Discussions on the outstanding disputed Ministerial allotments, unconditional release of abductees and irregular appointments of Gideon Gono as reserve bank Governor and Johannes Tomana as Attorney general are still ongoing in JOMIC and may be settled before the 10 February deadline or immediately thereafter.

Another fallacy peddled by the State Media that MDC-T President and Prime Minister Designate Morgan Tsvangirai was at the tether in relations with Secretary General Tendai Biti over taking positions in the Inclusive Government that would split the party was disproved when voting on CA No 19 returned 100% support from the 184 MP’s present when it was put to vote.

Among those MP’s was none other than the MDC-T Secretary General Tendai Biti whom the State Media falsely reported was at the verge of leading the intra party revolt and scuttle passage of CA No 19.

There is nothing wrong with the State media promoting political conspiracies to induce despondency and mistrust among MDC-T functionaries but it must then go further and equally allow the party equal opportunity to rebut t or confirm allegations in its own words and with the same prominence it gives the allegations.

These are issues that will dog the Inclusive government and those fortunate enough or is it unfortunate enough to be appointed to its Cabinet must be prepared to confront these hitherto unchallenged deliberate distortions and misrepresentations peddled by the State media in favour of a political grouping as if the taxes used to prop its operations are exclusively from that party’s supporters.
